{"id":19290,"date":"2023-04-22T00:01:29","date_gmt":"2023-04-22T00:01:29","guid":{"rendered":"http:\/\/lynettelockhart.com\/client\/sqm-albemarle-shares-slide\/"},"modified":"2023-04-22T00:03:31","modified_gmt":"2023-04-22T00:03:31","slug":"chile-bid-to-boost","status":"publish","type":"post","link":"http:\/\/lynettelockhart.com\/client\/chile-bid-to-boost\/","title":{"rendered":"Chile bid to boost state control over lithium spooks investors"},"content":{"rendered":"<p>By Alexander Villegas and Ernest Scheyder<\/p>\n<p>SANTIAGO (Reuters) -Chile has moved to boost state control over its lithium industry as it seeks to diversify from mining into batteries and other areas, spooking investors in the country&#8217;s dominant miners of the white metal, SQM and Albemarle Corp.<\/p>\n<p>Chile&#8217;s progressive President Gabriel Boric late on Thursday announced the move that would see the world&#8217;s second largest lithium producer shift to a model with the state holding a controlling interest in all projects through a public company that would partner with private mining firms.<\/p>\n<p>By late Friday trading, Chilean firm SQM&#8217;s U.S.-listed shares tumbled some 18%, while Albemarle was down nearly 9%. SQM&#8217;s lithium contract in Chile is set to expire in 2030 and Albemarle&#8217;s in 2043, giving it more insulation from the potential move.<\/p>\n<p>The bid for state control in Chile, which has the world&#8217;s largest reserves of the battery metal, reflects a wider wave of resource nationalism around Latin America, home to the so-called &#8220;lithium triangle&#8221;, which holds the world&#8217;s largest trove of the metal essential for electric vehicle batteries.<\/p>\n<p>It poses a fresh challenge to electric vehicle (EV) manufacturers scrambling to secure battery materials. Mexico nationalized its lithium deposits last year, and Indonesia banned exports of nickel ore, a key battery material, in 2020.<\/p>\n<p>Boric said in his announcement that Chile would not cancel existing contracts, though it would try to negotiate with mining firms to voluntarily shift to a public-private model.<\/p>\n<p>But he signaled the country&#8217;s ambitions to participate in the higher margin industries surrounding battery production rather than being restricted to mining, a common lament of emerging markets with big deposits of the metal.<\/p>\n<p>Speaking from the northern city of Antofagasta on Friday afternoon, Boric, 37, said the government has ambitions to produce value added products and batteries.<\/p>\n<p>&#8220;In Chile we can add value, we can produce batteries, here in our country, we just don&#8217;t have to extract the raw material,&#8221; Boric said, adding that the government was opening a technological institute of lithium and salt flats in the northern city.<\/p>\n<p>&#8216;NO MATERIAL IMPACT&#8217;<\/p>\n<p>Separately, Chilean economic development CORFO said Chinese automaker BYD Co Ltd plans to build a $290 million lithium cathode factory in Chile&#8217;s northern Antofagasta region. <\/p>\n<p>SQM has a larger footprint in Chile, with 81,000 hectares (about 200,000 acres) for lithium extraction compared with Albemarle&#8217;s 16,000 hectares.     <\/p>\n<p>In a statement, SQM it was &#8220;analyzing the strategy delivered by the government.&#8221; <\/p>\n<p>Albemarle said it would have &#8220;no material impact on our business&#8221; and that it would continue talks on investing in further growth and using new technologies in Chile.<\/p>\n<p>The economy ministry pushed back against describing the planned move as a nationalization of the industry but acknowledged the state would have a controlling stake in every public-private venture looking to extract lithium.<\/p>\n<p>&#8220;It&#8217;s not valid to talk about a process of nationalization because the announced strategy doesn&#8217;t alter the standing of legal valid legal property,&#8221; the ministry said in a statement to Reuters, adding that the current law gives state ownership over lithium already.<\/p>\n<p>&#8220;When it comes to the Atacama salt flats, the president clearly said in his speech that Chile will respect what&#8217;s been established in existing contracts.&#8221;<\/p>\n<p>RESOURCE NATIONALISM<\/p>\n<p>In neighboring countries in the lithium triangle, which spans Chile, Argentina and Bolivia, governments are increasingly pushing for a greater public sector stake in mining of the metal.<\/p>\n<p>Such resource nationalism, long a hallmark of Latin America&#8217;s oil sector, has a poor record, according to Benjamin Gedan, director of the Latin America program at The Wilson Center, a Washington think tank. <\/p>\n<p>He said historically, mining in Latin America has mostly failed to bring about steady growth, and caused untold environmental damage, which has frequently led governments to take over for private companies.\u00a0<\/p>\n<p>\u201cToday\u2019s lithium boom offers an opportunity to learn from past mistakes,\u201d Gedan said, calling it \u201ca difficult balancing act.\u201d<\/p>\n<p>Giving a big role to the state without excluding private investors is a \u201csavvy middle ground,\u201d he said.<\/p>\n<p>Argentine state energy firm YPF last year began exploring lithium, while Bolivia has long maintained strict control over its huge though largely untapped resources.
